The public relations industry is grappling with a contradictory mid-year outlook, marked by a decline in confidence globally and mixed signals in the UK market.

According to the PRCA Global Confidence Tracker for Q2 2025, agency confidence has halved in the last quarter, with only 11% of practitioners describing themselves as “very confident”.

PRWeek’s Top 150 Monthly Trading Tracker paints a more resilient national picture. While confidence has edged down, over half of UK agencies remain optimistic about meeting growth targets, and 82% of agency leaders expect revenue to increase this year.

Agencies are adapting through service diversification, deeper client relationships, and renewed focus on resilience, though only a minority are leaning into data or AI strategies.

A third of agency leaders anticipate growth in hiring through 2025. The challenge, and opportunity, lies in aligning talent strategy with a changing service model. The sector is weathering the storm not by retreating, but by reshaping itself for what’s next.
